Aims to attract excellent talent to regional universities. New selection: within Grade 3 in high school records or the CSAT for four-year universities, within Grade 4 for junior colleges (Bracket 9 or lower). Continuing recipients must complete the minimum credits in the previous semester and score 80 (B) or higher. Check the notice for specific amounts.
