Benefit: K-Pass percentage refund rates: general 20%, youth (ages 19-34) 30%, low-income 53.3%. For off-peak commuting hours, a +30%p incentive extended through December 2026. The temporary increase from April to September 2026 (youth 45%) and the half-price Modoo Card end with September use. The flat-rate Modoo Card refunds the amount above the threshold.
Who is eligible: Public transit users including youth aged 19-34 (K-Pass card registered).
When to apply: Year-round, refunded monthly
How to apply: After getting a K-Pass partner card, sign up and register the card at https://www.korea-pass.kr (K-Pass)
Important notes: Refunds apply from use after card registration
Note: Based on 15 or more trips a month (ordinary K-Pass rule). Expanded support in 2027 is to be reflected in the budget proposal. The regional K-Pass is separate.
