- Mothers who have continuously lived in Seoul for 90 days or more as of the application date and whose baby's birth was registered in Seoul. Includes unmarried mothers and foreign mothers

- Apply within 180 days after childbirth (revised Mar. 30, 2026, previously 60 days)
- How to apply
- Apply online at Tansaeng Yuga Mongttang Jeongbotong (탄생육아 몽땅정보통, umppa.seoul.go.kr) (verification with your own mobile phone, no proxy application), and a partner card in the mother's name is required. Inquiries: the neighborhood community service center (동주민센터) with jurisdiction

- Apply within 180 days after childbirth (miscarriage or stillbirth). The voucher usage deadline was revised to 1 year after childbirth
- Note
- No income criteria. Differentiated for children born on or after Jan. 1, 2026. From July 1, 2026, usable only at partner affiliated stores in Seoul (maternal and newborn health care, medicines and health foods, herbal medicine, postpartum exercise, psychological counseling, etc.). Postpartum care center base fees, hospital bills, cosmetics, and beauty are guided as not usable (based on the former public health center guidance notice).
