Who is eligible
Pregnant women residing in Seoul. From July 1, 2026, a requirement of 3 months (90 days) or more of Seoul residence as of the application date, and the fuel voucher can be used only within Seoul
When to apply
Apply from the 3rd month of pregnancy until 6 months after childbirth (revised Mar. 30, 2026: expanded from 3 months to 6 months after childbirth). The voucher usage deadline is 1 year after childbirth
How to apply
Online: apply through Government24 (정부24) 'Mom-Friendly Pregnancy' (맘편한 임신) and then Seoul Mom Care (서울맘케어), or Tansaeng Yuga Mongttang Jeongbotong (탄생육아 몽땅정보통, umppa.seoul.go.kr). In person: neighborhood community service center (동주민센터) at your address (ID, pregnancy confirmation certificate, partner card in your own name). A card in your own name from a partner card company (Shinhan, Samsung, KB Kookmin, Woori, Hana, BC) is required, and you must complete online parenting education

Differentiated by number of children for applications from Jan. 1, 2026, with additional amounts paid retroactively for applications before Mar. 29 (no separate application needed). Some pages on the Seoul website (umppa) still have the pre-revision 'uniform KRW 700,000' guidance, so this is stated based on the press release.
