- Benefit
- In vitro fertilization (IVF): up to KRW 1,100,000 per fresh embryo transfer, up to KRW 500,000 per frozen embryo transfer; artificial insemination (intrauterine insemination): up to KRW 300,000 per cycle. Three separate non-covered items: embryo freezing up to KRW 300,000, and miscarriage-prevention drugs and implantation aids up to KRW 200,000 each. The support range covers the out-of-pocket portion (partial or full) of treatment costs covered by national health insurance.
- Who is eligible
- Couples in a legal or de facto marriage (de facto marriage for 1 year or more) who submit an infertility diagnosis; at least one spouse must hold Korean nationality and resident registration, and both spouses must be national health insurance subscribers (check with the public health center (보건소) whether dependents are included). Spouse's consent is required. Male test results are valid only within 6 months of issuance.
- When to apply
- After an infertility diagnosis, you must apply and receive a support decision notice before starting treatment (artificial insemination or IVF). From January 2026, the notice is valid for 6 months from the issue date (previously 3 months). Support decisions are obtained for each treatment cycle.
- How to apply
- Visit the public health center (보건소) with jurisdiction over your address (weekdays 09:00~18:00) or apply online (e-Public Health Center (e보건소) https://www.e-health.go.kr, Government24 (정부24)). The first application by de facto married couples can only be made in person (online from the 2nd cycle). Required documents: infertility diagnosis, copy of national health insurance card, resident registration certificate, national health insurance eligibility certificate. Inquiries: 129.
- Important notes
- Only treatment costs incurred after the support decision notice is issued are covered; retroactive support after treatment ends is not possible (the most important caution). If the treatment start date is a public holiday, receiving the notice by the next day is accepted. The notice is valid for 6 months (from January 2026, Ministry of Health and Welfare Q&A item); some gov.kr pages still state 3 months, so confirming with the public health center (보건소) is recommended.
- Note
- Up to 25 cycles per childbirth (20 IVF + 5 artificial insemination). No income requirement (abolished from 2024) and no age limit. If you wish to become pregnant again after giving birth, the count resets to 25 (counted per childbirth). Amounts are a 'maximum limit' per cycle, and support is provided within the actual out-of-pocket cost. Some local governments provide additional support.
