Operating funds of KRW 70,000,000 per year (per business, combined balance of SEMAS policy funds within KRW 500,000,000 for operating funds and KRW 1,000,000,000 including facility funds). Variable rate = policy fund base rate + 0.6%p (3rd quarter 2026: 3.85% → 4.45% per year, announced again each quarter). Within 5 years (including a 2-year grace period), proxy loan (대리대출) with guarantee certificate or credit. Interest rate preference of up to 0.8%p (Zero Pay, employment insurance for the self-employed, Noranumbrella (노란우산), non-Seoul-metropolitan area, etc.).

Closes early when the budget runs out. The base rate changes quarterly (3rd quarter from 2026.7.10; 4th quarter to be announced). The notice reflects up to the 5th amendment of 2026.10.1.

Excluded: those who have received policy funds 3 or more times in the last 5 years, tax delinquents, those registered with credit-risk information, closed or suspended businesses, and ineligible industries for loans (finance, insurance, real estate, legal and tax services, etc.).
