Income deduction = the lesser of annual contributions and the limit by income bracket (business income KRW 40,000,000 or below: KRW 6,000,000 / KRW 60,000,000 or below: KRW 5,000,000 / KRW 100,000,000 or below: KRW 4,000,000 / over KRW 100,000,000: KRW 2,000,000; Restriction of Special Taxation Act Article 86-3; real estate rental income excluded). Corporate representatives: total salary of KRW 80,000,000 or below. The benefit is paid upon business closure, death, retirement of a corporate representative due to illness, age 60 with 120 months of contributions, disaster, 6 months of medical care, or rehabilitation/bankruptcy. In Gangwon, Chungnam, etc., additional local government support can bring the total to a maximum of 100%. Job-Seeker's Benefit upon closure = base daily amount (selected pay) × 60%; 120 days for 1-3 years of enrollment, 150 days for 3-5 years, 180 days for 5-10 years, 210 days for 10 years or more. (2) Specialized employment: job-change incentive up to KRW 1,000,000 (course completion 600,000 + length of service 400,000), National Employment Support linked allowance KRW 200,000 per month × 6 months (up to KRW 1,200,000). (3) Re-start commercialization: business diagnosis, courses, and commercialization funds up to KRW 20,000,000 in national funding (50% self-payment). Linkage with the National Employment Support System was expanded from 2,000 to 3,000 people. Details
Eligible: small business owners and self-employed persons who ran a business between 2020.4 and 2025.6 (including closed businesses; speculative industries and closed corporations excluded) who are distressed (overdue 90 days or more) or at risk of distress. Reduction of 30-80% of the net unsecured distressed debt (up to 90% for low-income and vulnerable borrowers); repayment up to 10-20 years, grace period up to 1-3 years. With the end-June 2026 reform, the lower limit is 30% for those with high repayment ability. Submission of virtual asset holdings was made mandatory in 2026.1 and of unlisted stock holdings in 2026.5; after the Credit Information Act took effect on 8.13, bulk asset checks and investigations of fraudulent acts are strengthened. Debt collection stops from the day after applying (reform of 2024.9). Additional early-repayment reduction for faithful repayment.

Not available for industries excluded from policy funds. For one person with multiple businesses or co-representatives, only one business (the main representative) may apply. Details
Individual business owners whose previous year's supply value was under KRW 104,000,000 are simplified taxpayers (Enforcement Decree Article 109). Tax payable = supply value × value-added ratio by industry (retail and restaurants 15%, manufacturing and agriculture/forestry/fishing 20%, accommodation 25%, construction, transportation and ICT 30%, etc.) × 10%. If the supply value in the taxable period is under KRW 48,000,000, the payment obligation is exempt (Value-Added Tax Act Article 69). Excluded: mining, wholesale, some manufacturing, real estate sales business, real estate rental business and taxable entertainment venues (supply value of KRW 48,000,000 or more), and other industries excluded by the Enforcement Decree. New businesses are assessed on a 12-month converted basis.

Converted deposit = deposit + monthly rent × 100. Limits (Enforcement Decree Article 2): Seoul KRW 900 million / overcrowding control zones (excluding Seoul) and Busan KRW 690 million / metropolitan cities, Sejong, Paju, Hwaseong, Ansan, Yongin, Gimpo and Gwangju KRW 540 million / elsewhere KRW 370 million (unchanged since 2019.4). Leases above the limit are still protected for opposing power against third parties, renewal demand (10 years) and premium recovery opportunity (the 5% increase cap does not apply). The renewal demand is made 6 to 1 months before expiry; three months of overdue rent, etc. are grounds for refusal or termination. Rent increase demands are capped at 5%, and no further increase within 1 year after an increase. Priority repayment for small tenants (Enforcement Decree Articles 6 and 7): if the converted amount is KRW 65,000,000 or below in Seoul, KRW 55,000,000 in overcrowding control zones, KRW 38,000,000 in metropolitan cities, etc., and KRW 30,000,000 elsewhere, the deposit is repaid with priority up to KRW 22,000,000, KRW 19,000,000, KRW 13,000,000 and KRW 10,000,000 respectively.

Prior completion of the credit management course at the Small Business Knowledge Academy (소상공인지식배움터, edu.sbiz.or.kr) is required. One year after the loan, if the credit score rises by 70 points or more or recovers to 840 or above, you can apply for a 0.5%p interest rate reduction. 2026 scale: KRW 700 billion (amended notice). From April 2026, instead of first-come-first-served, a 'policy priority evaluation' (credit rating, benefit history, non-Seoul-metropolitan area, years in business) is used, with fixed 2-day application periods (4.20-21, 6.15-16, etc.). The limit is combined with balances of similar past funds.

Linked with the Korea Inclusive Finance Agency and the Credit Counseling and Recovery Service (business agreement of 2026.3). Proactive monthly and quarterly notices are sent to small business owners showing signs of crisis (100,000-200,000 businesses per year). The support itself is free counseling; debt reduction follows the New Start Fund and court procedures.
