Priority seats for pregnant women are not legally mandatory and are at the level of encouraging people to yield (Seoul first designated them on city buses and subway cars in December 2013). Parking spaces reserved for pregnant women are not required under the Parking Lot Act and are operated by local government ordinance (the Ministry of Government Legislation's interpretation is that ordinances are possible for on-street and publicly installed parking lots). Operation methods differ by region, such as Incheon merging pregnant-women-only spaces into courtesy parking spaces. Whether and how parking permits for pregnant women are issued depends on the local government
