- The exemption covers the co-payment portion of items covered by national health insurance; non-covered items (difference in upper-class room charges, epidural and special physician fees and other non-covered items, postpartum care center costs, etc.) are paid separately by the individual. Part of the non-covered costs can be covered by the pregnancy and childbirth medical expense voucher. Whether delivery care for births before 37 weeks, such as premature births, is treated the same could not be separately verified
