- Benefit
- Get a diagnosis for the disability severity assessment at a hospital → apply at the eup/myeon/dong office → assessment by the National Pension Service (국민연금공단) → registration and issuance of the welfare card (disability registration card). Newly registering basic livelihood recipients (including the near-poverty group upon reassessment) receive the full diagnosis issuance fee (within the standard cost) and test fees at actual cost up to KRW 100,000, with support provided even if the assessment result is non-qualifying.

- People who have had significant long-term restrictions in daily and social life due to physical, visual, hearing, speech, intellectual or other disabilities (applied for by the person, legal representative or guardian)

- After obtaining a diagnosis at a hospital, apply in person at the community service center (주민센터) of the eup/myeon/dong where you live (1 photo, ID). Inquiries: 129 / https://www.bokjiro.go.kr
- Important notes
- If a re-diagnosis date is set, reassessment is required before that date. Cost support can be applied for at the same time as the registration application.
- Note
- Registration is a prerequisite for most welfare services for persons with disabilities (for some services, such as developmental rehabilitation and family respite for children under 9, a doctor's opinion can substitute). Costs for adjustment or appeals are not supported.
