- Get a diagnosis for the disability severity assessment at a hospital → apply at the eup/myeon/dong office → assessment by the National Pension Service (국민연금공단) → registration and issuance of the welfare card (disability registration card). Newly registering basic livelihood recipients (including the near-poverty group upon reassessment) receive the full diagnosis issuance fee (within the standard cost) and test fees at actual cost up to KRW 100,000, with support provided even if the assessment result is non-qualifying. Registration is a prerequisite for most welfare services for persons with disabilities (for some services, such as developmental rehabilitation and family respite for children under 9, a doctor's opinion can substitute). Costs for adjustment or appeals are not supported.

- 2026 basic benefit KRW 349,700 + supplementary benefit. Ages 18-64: living and medical benefit recipients KRW 439,700 / housing and education benefit recipients and near-poverty group KRW 429,700 / above the near-poverty level KRW 379,700. Selection criterion (recognized income): KRW 1,400,000 for a single person and KRW 2,240,000 for a couple. If both spouses receive it, each basic benefit is reduced by 20%. For those 65 or older, the basic benefit stops and is converted to the Basic Pension (기초연금) (separate application). Excluded from the income calculation for basic livelihood security, and a seizure-protected account is possible. Students with severe disabilities aged 18-20 must choose between this and the Child Disability Allowance. Expanding to single grade-3 disabilities is a 2027 proposal (not finalized).

- An additional deduction of KRW 2,000,000 per year per person with a disability regardless of age (the KRW 1,500,000 basic deduction is separate). Special education expenses for persons with disabilities receive a 15% education expense tax credit with no limit, and orthotics such as wheelchairs and hearing aids receive a 15% medical expense tax credit with no limit. Insurance premiums for disability-dedicated insurance receive a 15% tax credit up to KRW 1,000,000 per year. Under tax law, persons with disabilities include, in addition to those under the welfare act, patients with severe conditions under long-term treatment and national merit persons. Self-payment for activity support is also guided as eligible for the medical expense tax credit.

Applies to daily living support (activity support, residential facilities, assistive devices, daytime activities, emergency safety, integrated care for the most severely disabled) and mobility support. Apply at the eup/myeon/dong office → home visit assessment by the National Pension Service (국민연금공단) → benefit decision by the eup/myeon/dong. The activity support tier (1-15) is calculated by score. Priority admission to residential facilities requires a certain score or higher.

Commuting costs: transportation costs up to KRW 70,000 per month for severely disabled workers who are exempt from the minimum wage, basic livelihood recipients and near-poverty group members. Assistive technology devices: 90% of the portion up to KRW 1,300,000, 95% of the excess, and 100% for recipients and the near-poverty group. When converting to a worker not exempt from the minimum wage, a conversion allowance of up to KRW 300,000 per month and a success allowance of KRW 1,000,000. For assistive technology devices, enrollment in payment guarantee insurance and maintaining employment for 2 years from the date of purchase are required.
