- Recognized income at or below 48% of median income (1 person KRW 1,230,834; 2 persons KRW 2,015,660; 3 persons KRW 2,572,337; 4 persons KRW 3,117,474). Actual rent (deposit converted to monthly rent at 4% per year) is paid up to the standard rent limit. Standard rent for 1-4 persons: Seoul KRW 369,000 / 414,000 / 492,000 / 571,000; Gyeonggi and Incheon KRW 300,000 / 335,000 / 401,000 / 463,000; metropolitan cities, Sejong and special cities outside the Seoul metropolitan area KRW 247,000 / 275,000 / 327,000 / 381,000; elsewhere KRW 212,000 / 238,000 / 283,000 / 329,000. If recognized income is at or below the Livelihood Benefit selection criterion (32%), the full standard rent limit is paid; above that, part is self-paid. - Requirements: opposability requirements (delivery of possession plus move-in registration) and a confirmed date, lease deposit of KRW 500,000,000 or less, and risk of damage to multiple tenants (landlord bankruptcy, rehabilitation, auction, etc.). First-time contractors after June 1, 2025 are excluded. Support: postponement and suspension of auctions and public sales, right of first purchase, housing such as public rental, low-interest financing and tax support. May 2026 amendment: if the amount recovered after an auction ends is less than 1/3 of the deposit, the state makes up the difference (retroactive); for trust fraud and similar, advance payment followed by later settlement. The minimum guarantee system and advance payment are planned to take effect 6 months after promulgation on May 12, 2026 (around November 13, 2026). Those whose auction or public sale has already ended are covered retroactively. Check detailed amounts and procedures after the enforcement decree is finalized.

Confirmed date: at a community service center (주민센터), registry office or the Internet Registry Office, fee about KRW 600 (about KRW 500 online). Filing a jeonse/monthly rent report is deemed to give a confirmed date. The top-priority repayment limit for small-sum tenants varies by region. Fee and online rates are based on court and Ministry of the Interior and Safety guidance (not rechecked). Handling it immediately after signing the contract is recommended. If you worry about getting your deposit back, consider an order for registration of the leasehold.
